Settings → See all settings → General → Signature → Create new → paste HTML using the source view (⌘U / Ctrl+Shift+U in the editor).

Settings → View all Outlook settings → Compose and reply → Email signature → paste HTML in the editor.

Mail → Settings → Signatures → create signature → open the .html file in Safari → drag it into the signature editor.
